Minnesota Building Code puts Pine County in Zone I — the most severe frost designation in the state. Every footing in Askov requires a minimum 5-foot depth. That’s not a guideline. It’s a hard code requirement that a foundation inspection will catch if site preparation was done short.
Getting below that frost line in Askov isn’t straightforward. Sandy glacial outwash near the I-35 and Highway 23 corridor drains well but compacts differently than the boulder-heavy glacial till found on rural Pine County township lots. What the equipment encounters at 3 feet on one site isn’t what it encounters on the next parcel a mile away. Site preparation in this area requires reading the ground before leveling it.
Rural properties near the Groundhouse River drainage add a second variable — elevated water table conditions in low-lying areas mean saturated soil that won’t compact properly if the timing and sequencing aren’t right.
Tollefson Excavating has 12 years of experience preparing sites across Pine County. We know the frost requirements, the soil variability, and the seasonal window that makes site preparation work here — not just in ideal conditions.

We had some driveway work done and are so happy with the result! Connor returned calls quickly, came out and got us a quote and did the work as soon as road restrictions lifted!! We were out of town when he did the work and he sent us pictures of the progress! He even fixed a walkway issue without adding any cost! Highly recommend Tollefson excavating! Pleasure to work with!!Posted on Google![]()

We had Conner come out to our property to help us complete our hay field restoration project. Conner went above and beyond what was expected. We appreciated his clear communication and vision for what we needed done. We will be using Conner for our future projects and would highly recommend him.Posted on Google![]()

I hired Tollefson to excavate my garage site (on a hill in Duluth) and remove three tree stumps from site. He did a great job, was easy to communicate with, came out an extra time and fixed an error made when marking site (not his error - contractor error), and made sure my back-fill happened before freeze up! He even seeded and put straw over when he was done.Posted on Google![]()

We hired Tollefson Excavating to dig out our existing pond, which had become overgrown and was turning into an eyesore. Conner completely revitalized it, and the results far exceeded our expectations! The pond looks so much cleaner now, and our family is excited to be able to use it. His skill with an excavator really showed, and he did quality work from start to finish. Overall, we had a great experience working with Conner and would highly recommend Tollefson Excavating to anyone looking for dirt work at a fair price.Posted on Google![]()

My wife and I felt comfortable right away after meeting Conner at our new home construction site. Not only did he do a fantastic job with site clearing, excavating and grading our new home site, Conner was there at our site the day he said he would be there. That was huge. I will highly recommend Conner to anyone looking for a reliable excavator.
From residential projects to commercial developments, we provide end-to-end solutions for every stage of construction.
Every site preparation job in Askov starts with two steps before equipment moves.
Minnesota Gopher State One Call is required before any excavation — we call it on every job without exception. Pine County’s rural township roads and rural utility infrastructure make utility locates a genuine safety requirement, not a formality.
Site assessment follows. We evaluate soil type, boulder presence, slope, and drainage conditions before any clearing begins. Sandy outwash and glacial till compact differently — the lift thickness, equipment selection, and number of passes all change based on what’s in the ground. Getting compaction wrong on the wrong soil type leaves air voids that collapse under building loads.
Clearing and grading remove vegetation, stumps, and debris, then level the site to correct elevation. Drainage is integrated during grading — not added after the pad is established.
Compaction is done in lifts throughout, with a final grade check before the site is handed off. Pine County’s frost cycle will test whatever base is built here — we prepare sites to pass that test, not just to pass visual inspection on delivery day.
A Pine County landowner with a rural lot just off I-35 near Highway 23 needed full site preparation for a new residential build on sandy outwash soil. We called Gopher State, assessed the soil and drainage conditions, cleared the site, graded to design elevation, and compacted in lifts matched to the sandy soil profile. Building pad delivered to frost-depth spec and ready for foundation work on schedule.
A rural Askov-area property owner needed a building pad for an outbuilding on a low-lying township road lot near the Groundhouse River drainage. Elevated water table conditions required careful timing — we assessed moisture conditions before mobilizing, sequenced clearing and grading to avoid working saturated soil, and delivered a compacted, stable pad when conditions were right. No settlement issues through the following spring thaw cycle.

Five feet minimum — Pine County is Zone I under Minnesota Building Code. We confirm frost depth requirements for every project and prepare the site to that spec before any foundation work begins.
All four — handled in sequence by one crew. Clearing, grading to correct elevation, compaction in lifts, and drainage integration before the pad is finalized. No handoffs between separate contractors.
Yes. Sandy outwash and boulder-heavy glacial till require different compaction approaches — we assess soil type before mobilizing and match equipment and technique to what’s actually in the ground.
Yes. Saturated soil from snowmelt won’t compact properly. We assess ground conditions before mobilizing — starting on thawed, saturated soil produces an unstable base that costs more to correct than waiting for the right window.
Yes. We work across Askov, Finlayson, and rural Pine County — residential lots, cabin pads, outbuilding sites, and farm properties along I-35, Highway 23, and Pine County township roads.
