The pattern is the same every time. Driveway looks solid the first summer. Two winters later it’s heaving, rutting, and washing out at the low spots.
That’s not a material problem. It’s a base problem — and in Askov it’s a predictable one.
Pine County sits in Minnesota’s Zone I frost designation — the most severe in the state. Askov’s sandy glacial soils make it worse. Sandy soils freeze deeper and faster than clay because they hold less water — frost penetrates further into a shallow base here than it would on a clay-heavy site elsewhere in Minnesota. A driveway base that’s adequate in the Twin Cities metro is undersized for what Pine County’s freeze-thaw cycle does to it.
Rural properties along Highway 23 and the I-35 corridor deal with this on long access roads and rural driveways where the base wasn’t built deep enough for the conditions. Cabin properties near the Kettle River and Banning State Park area see the same failure on lightly used driveways that go months without traffic — freeze-thaw damage accumulates whether the driveway is used or not.
Tollefson Excavating has 12 years of experience building driveways in Pine County. We know what depth and what materials this ground requires.

We had some driveway work done and are so happy with the result! Connor returned calls quickly, came out and got us a quote and did the work as soon as road restrictions lifted!! We were out of town when he did the work and he sent us pictures of the progress! He even fixed a walkway issue without adding any cost! Highly recommend Tollefson excavating! I hired Tollefson to excavate my garage site (on a hill in Duluth) and remove three tree stumps from site. He did a great job, was easy to communicate with, came out an extra time and fixed an error made when marking site (not his error - contractor error), and made sure my back-fill happened before freeze up! He even seeded and put straw over when he was done.Posted on Google![]()

We hired Tollefson Excavating to dig out our existing pond, which had become overgrown and was turning into an eyesore. Conner completely revitalized it, and the results far exceeded our expectations! The pond looks so much cleaner now, and our family is excited to be able to use it. His skill with an excavator really showed, and he did quality work from start to finish. Overall, we had a great experience working with Conner and would highly recommend Tollefson Excavating to anyone looking for dirt work at a fair price.Posted on Google![]()

My wife and I felt comfortable right away after meeting Conner at our new home construction site. Not only did he do a fantastic job with site clearing, excavating and grading our new home site, Conner was there at our site the day he said he would be there. That was huge. I will highly recommend Conner to anyone looking for a reliable excavator.

A gravel driveway is only as good as what’s underneath it and how well it sheds water.
Every Tollefson driveway starts with subgrade preparation — evaluating the natural slope, removing soft spots, and establishing a stable base before any aggregate is placed. On Askov’s sandy soils, soft zones develop where organic material or topsoil was left in place. Those spots don’t compact. They fail under load and freeze-thaw pressure within a season or two.
Class 5 gravel is the correct aggregate for Pine County driveways. The mix of crushed rock and fine material packs into a hard, interlocked surface that resists the shifting forces of Askov’s freeze-thaw cycle — loose or rounded material moves, Class 5 locks in.
Aggregate is spread and compacted in lifts — not dumped and run over once. Each lift compacted before the next goes on. The finished surface is crowned so water drains to the sides rather than pooling in the center where it freezes, thaws, and erodes the base from below.
Culvert installation is included where low crossings or drainage problems require it. A driveway that drains correctly doesn’t wash out. That’s the goal.
A rural property owner along Askov’s Highway 23 corridor needed a new long driveway on sandy Pine County terrain — previous gravel work had heaved and washed out at two low points after consecutive frost seasons. We prepped the subgrade, installed culverts at both drainage problem areas, spread and compacted Class 5 gravel in lifts, and crowned the finished surface. No heaving or washout through the following two freeze-thaw cycles.
A Pine County cabin owner near the Kettle River corridor needed a new access driveway on a lightly used seasonal property — the previous driveway had deteriorated from years of freeze-thaw cycles on a shallow base without proper crown or drainage. We evaluated the slope, built to correct depth for Zone I frost conditions, crowned the surface, and installed drainage at the low crossing. Driveway held through the first full Minnesota winter without service.

Usually both. Shallow base lets frost heave the surface. Poor crown or missing culverts let water pool and erode the base from below. We assess which failure is driving it and fix the actual cause.
Yes. We serve cabin and recreational properties throughout the Kettle River corridor and Banning State Park area — same Zone I frost conditions, same base and drainage requirements as year-round Askov properties.

Both. Existing driveways that have heaved, rutted, or washed out can be regraded, crowned, and resurfaced. We also install culverts on driveways with recurring drainage problems — fixing the cause rather than resurfacing over it.
We serve all of Carlton County. Cloquet is 25 minutes up I-35 from our base, and we regularly build and maintain drives in Cloquet, Esko, Scanlon, and Carlton.
