Pine County’s sandy glacial outwash looks stable but lacks the natural cohesion to hold a driveway surface without proper aggregate base construction. The glacial till underneath traps moisture through spring thaw — water that freezes, expands, and pushes the surface up from below. A shallow base or the wrong aggregate and that cycle works against your driveway every single winter. By the time spring mud season arrives, you’re dealing with ruts, washouts, and sections that have shifted past regrading.
Rural properties and cabin sites along the I-35 and Highway 23 corridor deal with this on access roads that take truck and equipment traffic year-round. Pine Lake chain cabin driveways have it worse — shaded by pine canopy, holding moisture longer, and often going without maintenance until the damage is already significant.
Tollefson Excavating has 12-plus years of experience building driveways in Pine County. We know what Class 5 gravel does in these conditions, how deep the base needs to go, and how to crown a surface so Minnesota winters don’t undo the work.

We had some driveway work done and are so happy with the result! Connor returned calls quickly, came out and got us a quote and did the work as soon as road restrictions lifted!! We were out of town when he did the work and he sent us pictures of the progress! He even fixed a walkway issue without adding any cost! Highly recommend Tollefson excavating! I hired Tollefson to excavate my garage site (on a hill in Duluth) and remove three tree stumps from site. He did a great job, was easy to communicate with, came out an extra time and fixed an error made when marking site (not his error - contractor error), and made sure my back-fill happened before freeze up! He even seeded and put straw over when he was done.Posted on Google![]()

We hired Tollefson Excavating to dig out our existing pond, which had become overgrown and was turning into an eyesore. Conner completely revitalized it, and the results far exceeded our expectations! The pond looks so much cleaner now, and our family is excited to be able to use it. His skill with an excavator really showed, and he did quality work from start to finish. Overall, we had a great experience working with Conner and would highly recommend Tollefson Excavating to anyone looking for dirt work at a fair price.Posted on Google![]()

My wife and I felt comfortable right away after meeting Conner at our new home construction site. Not only did he do a fantastic job with site clearing, excavating and grading our new home site, Conner was there at our site the day he said he would be there. That was huge. I will highly recommend Conner to anyone looking for a reliable excavator.

We evaluate the natural grade of your property before any material is ordered or delivered. How water moves across the site determines where the driveway needs to drain, where culverts go, and how much crowning the finished surface needs. Skip this step and you’re delivering gravel onto a surface that’s already going to hold water.
Subgrade preparation follows — stripping soft or organic material and establishing a stable base layer before Class 5 gravel goes down. Class 5 is the standard for Pine County driveways: a mix of rock and fine material that compacts into a hard, durable surface and resists the shifting that straight crushed rock produces under freeze-thaw pressure.
Material is delivered and spread in lifts, compacted thoroughly, and finished with a crown — higher in the center, sloping to both edges — so water sheds off the surface rather than pooling in the middle and freezing. Culverts are installed at low crossings where water needs to pass under the driveway rather than over it.
The result is a driveway built for what Finlayson’s winters actually deliver.
A Finlayson property owner off the I-35 and Highway 23 corridor needed a new gravel driveway on a rural lot with sandy subsoil and poor drainage toward the highway connection point. We evaluated the slope, prepared the subgrade, delivered and compacted Class 5 gravel in lifts, crowned the surface, and installed a culvert at the low crossing. Driveway held through the following spring thaw without rutting or washout.
A Pine Lake cabin owner needed a new access driveway through wooded terrain — shaded by pine canopy, with soft organic topsoil and a section that seasonally held snowmelt water. We stripped the soft material, built up the base with Class 5 gravel, crowned throughout, and addressed the wet section with proper drainage grading. Cabin owner reported the driveway handled the following spring thaw better than any previous surface on the property.

Class 5 gravel — a mix of rock and fine material that compacts into a hard, durable surface. It resists frost heave shifting better than straight crushed rock on Pine County’s sandy subsoil.
Yes. Wooded cabin driveways with soft organic topsoil and shaded moisture retention are standard work for us. We strip soft material, build the base correctly, and address drainage before gravel goes down.
A properly built driveway needs professional regrading every 1 to 2 years in Pine County’s climate — sooner if you notice washouts or significant ruts forming. Proper base and crowning extends that interval.
Crowning raises the center of the driveway so water sheds to both edges instead of pooling in the middle. Water that sits on a gravel surface freezes and destroys the base — crowning prevents it.
Yes. We work throughout Finlayson Township and Pine County — rural lots, cabin properties, and residential parcels along I-35, Highway 23, and surrounding Pine County township roads.
